I think that it's a noble attempt to create a town that's exclusively 'For the Birds.' I mean, we humans shouldn't be the only ones to benefit from an ordered existence with roles and duties to keep life meaningful. Birds should be given a chance to live life to the fullest as well and what better way than by owning a pawn shop or bar?
