The photo series was headed by human rights organization Society for Community Organization (SoCo) to expose the real housing concerns, which counters the cities 2012 ranking as one of the world's most liveable cities. The issue here is that because it is ranked so high, it creates a facade around the issue and creates people to push it aside.
