The Dexia Tower in Brussels puts on a light show to actually tell passersby the weather. The Tower tells the weather through 6,000 windows which are then lit by 72,000 RGB LEDs that are able to report the weather.
By letting people know the type of conditions they're facing through a large scale weather network, the Dexia Tower is an artistic means of relaying information.
The Dexia Tower is certainly intelligent, not to mention better option than listening to the radio or watching the weather network.
