This embarrassment occurs for a number of reasons, from onlookers feeling uncomfortable about the thought of seeing a nipple to others thinking it's an act that should be done in the privacy of one's own home. The reality is that this natural occurrence needs to be done in public from time to time, and the last thing mothers need is someone thinking poorly of them due to preconceived notions. Project: Breastfeeding is a great campaign to educate men and women on the subject, and cut mothers a bit more slack.
