Helicopters are expensive, so they may not come every time, which is why there is a need for an animal-powered transportation device. Camels are made for the desert and are used to carrying heavy loads so toting a cart along to seat a doctor or patient should be no problem.
Be it practical or not, this Star Wars-esque design makes sense. If anything, imagine how cool it would be to pull up to the hospital via camel!
